TO PROVIDE FOR THE FURNISHING OF LEGAL SERVICES AND ASSISTANCE TO THOSE PEOPLE WHO WOULD NOT OTHERWISE BE ABLE TO AFFORD THE SERVICES OF A LAWYER, AND TO PROVIDE THE FURNISHING OF LEGAL SERVICES AND ASSISTANCE IN ALL CASES EXCEPT THOSE PROHIBITED BY FEDERAL STATUTE OR ADMINISTRATIVE REGULATION AND TO DO ALL THINGS NECESSARY, USEFUL OR CONVENIENT FOR THE ESTABLISHMENT OF A SYSTEM OF LEGAL SERVICES AND ASSISTANCE WITHIN THE STATE OF MAINE.
